Abstract

This study examines the effects of Competence Development, Work Motivation, and Work Professionalism on the performance of Bhabinkamtibmas officers at Polres Pasaman, and tests Transformational Leadership as a moderating variable. The quantitative study employed a census of the population of Bhabinkamtibmas officers (n = 37). Data were collected via structured questionnaires and analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) to assess measurement properties, direct effects, and moderation. Findings show that the direct relationships from Competence Development, Work Motivation, Work Professionalism, and Transformational Leadership to performance are positive in direction but statistically insignificant. All moderation tests (interaction terms with Transformational Leadership) were also non-significant; some interaction coefficients were negative though not meaningful. These results suggest a gap between potential drivers (competence, motivation, professionalism) and actual performance realization—likely due to limited sample size, low response variance, procedural task constraints, limited facilities, and implementation issues of leadership. The study recommends context-specific training, improved reward systems, and further research with larger samples and more complex models (e.g., including mediators or control variables).
