Abstract

Puskesmas Tigo Baleh in Bukittinggi City recorded the lowest hypertension SPM achievement in 2022, only

20% of the 100% target. This study aimed to analyse the implementation of hypertension SPM at the

puskesmas, using a qualitative phenomenological approach and involving six informants. Data collection

techniques were conducted through in-depth interviews, document review, and observation. The collected

data were analysed by reducing, presenting, and drawing conclusions. The results showed that facilities

and infrastructure, such as educational media and utilisation of DAK funds, are still not optimal. The

implementation of SPM Hypertension at Puskesmas Tigo Baleh is in accordance with Permenkes RI

Number 4 of 2019. However, there are obstacles in field data collection, where the target targets from

Pusdatin data do not match the actual conditions. Hypertension risk factor screening has been conducted,

but people with hypertension do not routinely come to the health centre or posbindu. Health education has

been conducted, but is limited by difficulties in gathering audiences. Although the implementation of SPM

Hypertension at Puskesmas Tigo Baleh is well underway, its effectiveness is limited. Public awareness of

the importance of early health screening is still low. It is expected that the puskesmas can conduct more

precise target mapping, optimise health education, and ensure the availability of adequate educational

media to support the implementation of this programme.
